As the Angels have become increasingly willing to engage with the Council, and work together towards the expansion into the Interior Fringe, unrestricted and sometimes chaotic "Heroes" and even "Slayers" will be less and less needed.

Ideally there will be a Council and Angel led strike team for dangerous areas, with Lesser Constructs put in charge of cleanup and maintenance. Queen Augustine has been very helpful in this regard.

There is a large need for famers, craftspeople, scholars, and even artists. Every person we lose needlessly to monsters out in the wilderness is one more person who can no longer help Humanity expand.

Studies are currently underway on the efficacy of such an approach.
